Windows 2008:

Open the "IIS Manager" -> "Application Pools"
- In the list, select the Application Pool that's in use for the chosen Website/Virtual Directory
- On the right-hand side pane, select “Basic Settings”
- Make sure that under “.NET Framework version:”, the value “No Managed Code” is NOT chosen!
(Choose “.NET Framework v2.0” or “.NET Framework v4.0”)

Windows 2003:

Open the "IIS Manager" -> "Web Service Extension"
In the right pane, click the "ASP.NET" extension and make sure it is in status "Allowed"
